360 Youth Services began in 1971 when a group of concerned parents, community, and religious leaders recognized the need for professional, youth-centered services in the Naperville community.
They formed a council that eventually became a non-profit organization referred to as Naperville Community Outreach. In 2011, the organization changed its name to 360 Youth Services to better reflect its mission and vision. The organization serves youth and families throughout the western suburbs and surrounding areas, and has a staff of 40 full-time and 13 part-time positions.
Today, 360 Youth Services - a recognized leader in the community with an outstanding reputation - offers an array of programs that serve over 26,000 youth annually and include:
• Counseling services for school-aged youth and families, as well as young adults
• Housing and support services for young adults who were previously homeless, and teenage boys who are unable to live with their families
• Education and prevention programming to help youth make healthy choices and prevent youth substance use
• Leadership in a collaborative of community professionals and community members on issues related to gay, lesbian, bisexual, transgender and questioning youth
The Chief Operating Officer (COO) - a new position to the organization - reports to the CEO and is a crucial member of the 360 Youth Services leadership team. The COO will lead three directors (direct reports) and more than nine program models delivered across seven local sites with a total program staff of 43.
• Manage and provide oversight for all program and service areas including: 1) Mental Health Counseling Program (including School Based Services and Comprehensive Community Based Youth Services);
2) Substance Abuse Prevention Programs (including youth education; Power of Choice, the Community Alliance for Prevention and Operation Snowball);
3) Housing Programs (including Cornerstone, Transitional Housing Programs and Rapid Re-Housing).
• Provide strategic counsel to CEO on diversifying funding through effective resource stewardship to achieve and maintain a balanced mix of government funding and private foundation support
• Oversee the work of the contract grant writers to ensure maintenance of current funding and maintain a healthy pipeline of new grant and funding opportunities
• Create a business development plan to help more youth and families across each program and service area
Compliance and Reporting
• Ensure program compliance with all funder requirements, licensing requirements, and applicable accreditation standards, and ensure that they conform to all DCFS, DHS, HUD, DFC Federal and State of Illinois regulations and all applicable laws.
• Coordinate production of timely, accurate, and useful reports on grants and programs for funders, foundations, 360 Youth Services’ senior leadership, and the Board of Directors
• Oversee the preparation and communication of quarterly monitoring and evaluation reports, strategic plan reporting, and create and maintain the agency scorecard
• Ensure 360 policies and procedures to ensure a culture of compliance and programmatic best practices.
• Contribute to all reports and annual audits, including any federal and/or donor-specific audits
• Act in a strategic, external way to create and maintain key funder partnerships comprised of government agencies and departments, foundations, and businesses
• Ensure high quality stewardship, regular communication, and proposal development with key funders by working with the Director of Philanthropy and program directors
• Develop and administer the agency scorecard to track staff performance indicators
• In partnership with the finance department, closely monitor and create budgets, fee schedules, contracts and deliverables, revenue streams, and projections
• Oversee timely reporting and documentation related to grants and contracts
• Oversee and implement program evaluation measures and outcomes with the scorecard
• Develop and ensure compliance with internal (360) and external (funder) policies and procedures
• Lead program growth efforts to broaden and deepen services
• Maintain appropriate internal controls and procedures for all programs
• Become a subject-matter expert in our areas of focus and serve as a resource to staff and board
• Stay current with national/state/local level business trends including behavioral health trends, national youth substance use prevention initiatives and housing trends
• Work with partners to address challenges and problems related to programs in the field and to create strategic partnerships
• Advance 360 Youth Services’ mission through rigorous and ethical financial and contractual practices, and serve as a standard bearer of our organizational philosophies and behavioral competencies across the organization and externally
• Bring strategic, visionary, entrepreneurial, and collaborative thinking to this new position that encompasses the operations and management function of the organization, and develop and implement innovative strategic initiatives in direct support of 360’s mission, goals and objectives
• Demonstrate and embrace the mission and vision of 360 Youth Services in all internal and external activities, and achieve the organization’s strategic initiatives with transparency, accountability, consistency, and adherence to the highest ethical standards
• Lead a business/youth/mission committee of the board

Effectively communicate the benefits and impact of 360’s efforts. Ensure community and volunteer engagement, inclusion and ownership. Reinforce culture of philanthropy
• Technical Expertise: Knowledgeable of theoretical based methods and techniques, principles, practices and policies of administration of a non-profit human service department within the respective area of specialization. Training and experience in trauma-informed service preferred.
• Collaboration: Advocate for inclusion and diversity at all times. Initiate the development of relationships with civic/business partners and community leaders that advance 360’s presence throughout the community. Inspire others to engage with and support 360
• Operational Effectiveness: Develop plans and manage through engagement with 360 staff

• Personal Growth: Facilitate change; model adaptability and an awareness of the impact of change. Demonstrate up-to-date knowledge and skills in technology
• At least 10 years of professional experience overall, with a minimum of five years of senior leadership experience supervising seasoned staff operating multiple human services programs.
• Master’s Degree in non-profit management, public health, MBA or similar advanced degree.
• 5 years experience working with trauma exposed children, youth and/or families and brings a trauma informed approach when supervising staff
• Skill in the developing and growing existing and new programs.
• Strong relationship builder and communicator with experience leading diverse work teams, developing an organization-wide strategy for program excellence, engaging community partners, and partnering with a CEO and board of directors.
• Extensive experience in reporting and program measurement and evaluation.
• Demonstrates integrity, strives for excellence in their work, and has experience of leading others to new levels of effectiveness and programmatic impact.
• Passionate about 360 Youth Services mission and able to promote and communicate the philosophy, mission and values of the agency to external and internal stakeholders.
• Demonstrates strong interpersonal/leadership skills in relating to youth and staff in a positive, constructive and therapeutic manner.
• Embodies a level of personal and professional integrity, honesty and competency that brings credit to the profession and the agency
